How to Obtain Driver’s License in Hong Kong

To be able to drive any type of motor vehicle in Hong Kong, just like anywhere else, you must have a valid driving license. To qualify for a full Hong Kong driver’s license you have to successfully take a driving test.

If you are not a resident of Hong Kong and have a driving license of your country then

  • You can exchange it for a Hong Kong license without taking the driving test.
  • In case it cannot be exchanged then you can apply for a temporary license that will allow you to drive a motor vehicle in Hong Kong.

Learner’s Driving License

If you do not have a driving license then you must apply for a learner’s driving license before you can learn how to drive a vehicle and take a test. To apply for a learner’s driving license you must be

  • 18 years or above
  • Physically fit to drive

To apply for the license you need to submit an application for the same in one of the licensing offices located in Hong Kong along with the following.

  • Hong Kong Identity Card or a valid travel document for non Hong Kong residents
  • Proof of address
  • Fee

Requirements for learner drivers

  • Must have L-plates fitted to the vehicle
  • Can only drive at certain times of day with a qualified driving instructor
  • Must not carry passengers
  • Prescription glasses should be used if needed to read a vehicle number plate at a distance of 23m in good daylight

Driving Test

To take a driving test you must

  • Obtain a driving test form TD82 from the Transport Department
  • Make a driving appointment
  • Submit this form to either the Hong Kong or Kowloon Licensing Office by post or in person

There are two parts involved in a driving test. They include:

  • Written test with multiple choice questions
  • Road test with on- or off-road and tests driving technique

Probationary Driving License

Once you have passed the driving test you can apply for a probationary driving license within 3 years. The license is valid for 12 months. You will need the following:

  • Completed application form TD590
  • Hong Kong identity card
  • Address proof issued within 3 months
  • Original driving test form
  • Fee
  • Medical certificate if you are 70 years or above in age

Full Driving License

Once you have completed your mandatory probation period you can apply for a full driver’s license.

You will need the following:

  • Completed application form TD557
  • Hong Kong identity card
  • Address proof issued within 3 months
  • Original driving test form
  • Fee
  • Medical certificate if you are 70 years or above in age

Validity of the driver’s license

A full driver’s license is valid for 10 years. If the license is nearing expiration then you will be sent a full driving license renewal form before the expiry date.

Driving licenses can be renewed up to four months before the expiry date or within three years following expiry.

Driving licenses can also be renewed online via the Electronic Services Delivery system

Change of Address

If you have changed your address then you need to inform the Commissioner for Transport in writing within 72 hours by filling and submitting the TD559 form.

Duplicate Driving License

You can obtain a duplicate driving license by paying a fee provided the license is not lost or defaced.
