Due to Hong Kong’s pattern of high rise buildings — from residential estates to office towers to shopping malls — have given rise to upskirt risk to women — and opportunity for perverts.
So for this reason, Democratic Alliance for the Betterment and Progress of Hong Kong, a local political party has came up with a list of areas where women wearing skirt could get exposed to lewd gaze or hidden cameras.
While this list serves primarily as a warning to women, this inadvertently provide clue to perverts and voyeurs where to position themselves.
And just like Michelin Guide for excellent restaurants, this list of upskirt black spots are also updated yearly, now on its seventh.

Since interior design of many modern buildings involve glass elements, the problem of unwanted exposure came to being.
As you can see at the list, majority of the facilities involve railings — an essential element in multi-storey structures. Using glass enhances the interior look, but this also poses exposure problem to women, notably those who wear skirts.
Since the list is reportedly updated every year, it comes also as an updated resource for perverts. Out of curiosity, even upright citizens may be tempted to check these venues out.
Given the list out in the open instead of being shared clandestinely on some random online forum for voyeurs, women therefore are forewarned once they are within the listed vicinities. But the list should also alert authorities like the police or building security for possible incidence of invasion of privacy, although I am not sure if offenses like upskirt snapping is already covered by Hong Kong’s law on sexual offenses.
