The HK$10,000 Cash Handout 2020

It’s nice to be an adult Hong Kong permanent resident in 2020 as the government is handing over HK$10,000 to each and every permanent resident aged 18 and above.

That means even those who have settled outside of Hong Kong are still eligible to receive the cash handout.

Who are eligible
Eligible to receive the HK$10,000 cash from the government are those who are permanent residents. This covers those who have a valid Hong Kong permanent identity card issued on or after June 23, 2003.

How to register
Eligible persons can register to claim the HK$10,000 cash through the following channels:

Electronic registration
If you have a local Hong Kong dollar savings or current bank account in their sole name may receive payment through their individual account in the following banks:

  • Bank of China (Hong Kong)
  • Bank of Communications (Hong Kong)
  • Bank of East Asia
  • China CITIC Bank International
  • China Construction Bank (Asia)
  • Chiyu Banking Corporation
  • Chong Hing Bank
  • Citibank (Hong Kong)

  • Dah Sing Bank
  • DBS Bank (Hong Kong)
  • Fubon Bank
  • Hang Seng Bank
  • The Hongkong and Shanghai Banking Corporation
  • Industrial and Commercial Bank of China (Asia)

This is a convenient option and payment through this method will be received by account holders earlier than other options. However, please note that if you share your bank account with another individual, it will not be a valid account to receive the cash payment.

Paper registration
You can also submit your application through paper registration based on three batches determined by the year of birth.

    • Batch 1
      Date of birth: 1955 or earlier
      Start of registration: 21 June 2020
      Estimated receipt of payment or notification of cheque collection: 20 July 2020

 

  • Batch 2
    Date of birth: 1971 to 2002
    Start of registration: 5 July 2020
    Estimated receipt of payment or notification of cheque collection: 3 August 2020
  • Batch 3
    Date of birth: 1956 to 1970
    Start of registration: 19 July 2020
    Estimated receipt of payment or notification of cheque collection: 17 August 2020

This can be done through a paper registration through a bank through a nominated individual account, or choose to submit an electronic or a paper registration form to the Hongkong Post and collect an “order cheque”.

The registration period for the Cash Payout Scheme is from 21 June 2020 to 31 December 2021. Eligible persons may choose, having regard to their own circumstances, to register through the participating retail banks or the Hongkong Post.

Electronic registration
(I) Register through internet banking (including webpage and mobile apps) or bank’s website, and receive payment through a specified bank account.

Registration starts from 21 June 2020;
Payment in respect of the electronic registrations received within the first ten days of registration (i.e. from 21 June to 30 June 2020) will be deposited to the bank accounts specified by the registrants starting around 8 July (Wednesday) simultaneously after confirming the eligibility of the registrants;
For electronic registrations received on or after 1 July 2020, payment will be deposited to the bank accounts specified by the registrants about one week after completing a registration and confirming the eligibility of the registrant. For instance, for electronic registrations received on 1 July, payment will be deposited to the bank accounts specified by the registrants around 9 July upon verification.
Registration forms
(II) Send the completed paper registration form (1) by post to GPO Box 182020, Hong Kong or put it in the drop-box at the bank specified for receiving payment, and receive payment through a specified account;

(III) Send the completed paper registration form (2) by post to GPO Box 182020, Hong Kong or put it in the drop-box at any post offices, and collect an “order cheque”; or

(IV) Browse the Hongkong Post’s website and submit the completed electronic registration form, and collect an “order cheque”

During the first six weeks of the registration period of the Scheme

Registration by paper form commences in batches during the first six weeks of the registration period. Eligible persons who choose to submit paper registration forms through the means of registration described in II or III above should follow the batching period for commencing registration according to the respective batch by year of birth as set out below. The registration commencement period for each batch is two weeks.

Eligible persons who choose to receive order cheques may also submit electronic registration forms online at any time after commencement of the registration (i.e. through the means of registration described in IV above).

For eligible persons who register through banks, payment will be deposited to their specified bank accounts around two weeks after the end of the registration commencement period for their respective batch (e.g. the registration commencement period for Batch 1 is from 21 June to 4 July 2020).

Eligible persons who register through the Hongkong Post through the means of registration described in III or IV above will be notified by the Hongkong Post to collect their cheques in person at the specified post offices about two weeks after the end of the registration commencement period for their respective batch.

Registrants will not receive payment faster due to early registration or online submission of electronic registration forms through Hongkong Post’s website.

After the first six weeks of the registration period of the Scheme (i.e. on or after 2 August 2020)

Eligible persons who have not registered during the first six weeks of the registration commencement period, regardless of their year of birth, may register at any time on or before 31 December 2021. Registrants will receive payment or notifications of cheque collection about two weeks after successful registration.

Here are examples illustrating the earliest dates on which registrants may register and receive payment in different scenarios.

1. I was born in 1980 and am under Batch 3 for commencing registration by paper form. How should I register if I wish to receive payment as early as possible?

The quickest and most convenient way for eligible persons to receive the payment, regardless of their year of birth, is to register electronically through banks and receive payment through bank accounts. As such, eligible persons who do not have a local Hong Kong dollar savings or current bank account in their sole name with any of the 21 participating retail banks should open one as soon as possible.

2. I was born in 1960 and am under Batch 2 for commencing registration by paper form. What is the earliest date I can receive payment if I register electronically through the bank on 29 June 2020 for receiving payment?

Eligible persons may register electronically through banks at any time during the registration period from 21 June 2020 to 31 December 2021. To avoid a large number of persons registering at the same time at the beginning of the registration period and hence affect the operation of the system and hold up the entire process, payment will be deposited to the bank accounts specified by the registrants starting around 8 July 2020 simultaneously for registration made electronically within the first ten days of registration (i.e. from 21 June to 30 June 2020).

3. I was born in 1980 and am under Batch 3 for commencing registration by paper form. What is the earliest date I can receive payment if I register electronically through the bank on 2 July 2020 for receiving payment?

Eligible persons may register electronically through banks at any time during the registration period from 21 June 2020 to 31 December 2021. Those who register electronically after the first ten days of the registration (i.e. from 1 July 2020) will normally receive payment through their specified bank accounts about one week after completing registration. As such, for electronic registrations received on 2 July 2020, payment will normally be deposited into the bank accounts specified by the registrants around 10 July upon verification.

4. I was born in 1990 and am under Batch 3 for commencing registration by paper form. I intend to register on the first day of registration (i.e. 21 June 2020) under the Cash Payout Scheme (“the Scheme”) so as to collect my cheque as early as possible. What is the earliest date I can receive payment?

Eligible persons who wish to receive payment by cheque must register through the Hongkong Post, either by completing an electronic form on the Hongkong Post’s website or by submitting paper form.

Eligible persons who choose to submit paper forms during the first six weeks of the registration must commence registration according to the respective batch by year of birth. The registration commencement period for each batch is two weeks. These registrants, together with those who register by submitting electronic forms (which may be submitted online at any time after commencement of the registration), will receive a notification from the Hongkong Post about two weeks after the end of the registration commencement period for their respective batch (by year of birth), informing them to collect their cheques in person at the specified post offices. Registrants will not receive payment earlier due to early registration or online submission of electronic forms.

Eligible persons who are under Batch 3 (by year of birth) may submit paper forms starting from 19 July 2020. Registrants in this batch, whether submitting electronic forms on the first day of registration or paper forms within the registration commencement period for their respective batch (by year of birth) will receive notifications of cheque collection starting from around 17 August 2020 upon verification. Members of the public who wish to receive payment sooner may consider making electronic registration through banks.

5. I was born in 1970 and am under Batch 2 for commencing registration by paper form. What is the earliest date I can receive payment if I send my paper form by post to the Hongkong Post on 3 August 2020?

Eligible persons who submit registration forms after the first six-week batching period for commencing registration (i.e. starting from 1 August 2020) will normally receive payment or notifications of cheque collection about two weeks after submission of registration form.

6. I am a Hong Kong permanent resident and was born on 20 September 2002. I wish to receive payment by cheque, but I have not reached the age of 18 in the first six weeks of the registration commencement period, which is the batching period for commencing registration by paper form. What is the earliest date I can register for the Scheme?

A Hong Kong permanent resident who reaches the age of 18 on or before 31 March 2021 must meet the eligibility criteria at the time of registration. As such, he/she may register as soon as he/she reaches the age of 18.

7. I was born on 1 April 2003. When should I register for the Scheme?

The eligibility date for the Scheme is 31 March 2021. Registrants should be aged 18 or above on or before that date. As such, those who were born on or after 1 April 2003 are not eligible for registration under the Scheme.
